Entrepreneurship Skill Development Programme (esdp) – The Ministry of Micro, Small and Medium Enterprises (MSMEs) has launched the Entrepreneurship Skills Development Program (ESDP), to develop entrepreneurial skills and capabilities in existing and potential entrepreneurs in India. It is one of many programs presented by M/o MSMEs that aim to increase the ability of young people to take risks and build successful businesses across the country. There are multiple activities under the regime organized in Industrial Training Institutes (ITIs), Polytechnics and other technical institutions/business schools, where there is talent to motivate young people towards self-employment.
A critical element in “MSME Development”, the ESDP scheme was amended in 2019 by the ministry in line with the dynamic scenario of Entrepreneurship and MSMEs in India. The expanded ESDP features the Business Facilitation Center (EFC), with the goal of increasing the reach of the program and strengthening the business facilitation process.

The main objective of the program is to motivate the people from the lowest and disadvantaged sections of the society, such as SC/ST, women, people with disabilities, people below the poverty line (BPL), people with disabilities, etc., to pursue Self-Employment as one of the career options. At its core, the program aims to promote the establishment of new businesses, instill skills in existing MSMEs, and foster an entrepreneurial environment in India.

It should be noted that, according to this scheme, 40% of the target beneficiaries of the SAP and E-SDP must be women. Additionally, a person must be over the age of 18 to participate in this scheme, and the eligibility and fee structure of participants is decided by the various implementing agencies.
Activities under the ESDP scheme are carried out with the assistance of various Implementing Agencies (IAs) such as the DC Office (MSME) and their field offices such as MSME Development Institutes (MSME-DIs), field organizations of M / or MSMEs, etc.
However, these AIs and institutions are only present in the capitals and a few other districts, making the scope of the program limited. Therefore, in light of this, the ESDP was amended in 2019 and the ministry created Business Facilitation Centers (EFCs) to broaden the scope of the program. EFCs can be established by IAs and have two verticals, namely the business facilitation vertical and the skills development vertical. These components aim to ensure that the needs and aspirations of young people are carefully met.
According to data published by the DC (MIPYME), the ESDP scheme successfully carried out 8,197 programs. In addition, the ministry has trained 2,81,312 people since the start of this scheme. Thus, there has been an increase of 6.56% and 18% in programs carried out and people trained respectively since 2020. Under this programme, the Government has incurred an expenditure of Rs 34 crore and has generated an income of 3 crores.

Although ESDP beneficiaries have increased in the past, it cannot be considered a successful program until results are achieved on the ground. An accurate evaluation of the ESDP requires analyzing the number of companies that emerge from this program.

According to IBEF, the Udyam registration portal registered more than 1 million MSMEs by November 2020. However, of all registrations, more than 93% were micro-enterprises, indicating the distorted nature of the entrepreneurial ecosystem. Furthermore, only 7% SC and 2% ST are business owners according to the annual report published by M/o MSMEs.
To add to the gravity of the situation, although the scheme aims to encourage people belonging to the most backward strata, especially women, to become entrepreneurs, the participation of women in this field remains minimal. According to the report entitled “Moving the Needle” published by NITI Aayog in March 2021, out of the 58.2 million MSMEs operating in India, only 14% or 8.05 million were owned by women. In addition, women recognized that companies were even more skewed towards smaller companies, with more than 98% of companies in the micro-enterprise category.

The PESD scheme is one of the many skills development programs implemented by the Government to consolidate entrepreneurship in the country and encourage the establishment of MSMEs. However, there are several challenges facing the capacity development of MSMEs.
The MSME sector is one of the major sectors contributing to the growth of the Indian economy. In recent years, the Government has undertaken various initiatives and powers to increase the number of MSMEs in the country and promote entrepreneurship. The ESDP, one of the many schemes under the M/o MSME, has unequivocally contributed to skills development in the country. However, a more detailed analysis of the schemes shows that the majority of ESDP beneficiaries belong to the general category, and only 10% belong to SC/ST arrears. In addition, women entrepreneurs are still minimal and their businesses are aimed at micro-enterprises. In light of this, a considerable effort should be initiated to encourage entrepreneurship among the backward and underprivileged classes of society.

The project will implement the Pradhan Mantri Dhan Yojana (PMVDY) and its convergence with the Skills and Entrepreneurship Development Program (ESDP) of the Ministry of Micro, Small and Medium Enterprises (MIPYME). The goal is to provide skills development training to an initial target of nearly 10,000 ESDP tribal interns per quarter to prepare them to become independent and sustainable entrepreneurs.

In fact, PMVDY is a retail marketing-led value-added plan for Minor Forest Produce (MFP), targeting forest-based tribes to optimize tribal revenue at the local level.
TRIFED will support Van Dhan Vikas Kendras (VDVK) members by training them in engagement, capacity building and market linkages for the collection, value adding, packaging and marketing of Minor Forest Products (MFP). The program hopes to transform working tribal grantees into successful, aspiring and confident tribal entrepreneurs, ready to compete with the best products on the market with viable business plans.
Sri Krishna and Dr. Samanta interacted with businesswomen from Rayagada, Sambalpur, Sundargarh and Nuapada via video conference and encouraged them to come forward to improve their business skills. Employees from TDCCOL, TRIFED and ITDA also participated in the virtual launch.

Skill, Work, Talent for MSMEs: The number of aspiring entrepreneurs trained under the Modi government’s scheme to promote entrepreneurship among youth Entrepreneurship Skills Development Program (ESDP) increased by 113% in FY 2021- 22 compared to the previous year. According to data shared by Minister of State for MSMEs Bhanu Pratap Singh Verma in Lok Sabha during the monsoon session, the number of beneficiaries increased from 27,544 in FY21 to 58,659 in FY22, even as the amount released by the government for the program fell. from Rs 2.87 crore to Rs 1.99 crore during the said period.
However, the FY22 recipient count dropped dramatically to 74% compared to the 2,33,507 trainees trained during FY20 or prior to Covid. The amount released in FY20 for training entrepreneurs was Rs 40.85 crore.
